Severe Weather Emergency Protocol (SWEP)

During very cold weather, the Severe Weather Emergency Protocol (SWEP) comes into effect. SWEP is a humanitarian response to provide shelter during severe weather for people who are rough sleeping in the Watford and Three Rivers area. As unusually severe weather begins to arrive, additional emergency beds are being provided. 

There are nine additional emergency beds available which are operated by New Hope and are funded by both Watford Borough Council and Three Rivers District Council. The beds are located at the Haven Support Centre, where staff will organise camp beds and hot drinks. The Haven Support Centre is located at 4 Whippendell Road, Watford and places are allocated on a first come first served basis by contacting the Rough Sleeping Prevention Service between 8:30am and 1pm, 1:45 to 3:30pm.
